Billy Moss began playing guitar with his younger brothers, Jeff and Troy in Mobile, Alabama in 1977. Starting out with bluegrass and country learned from older men in the area, it was not long before the boys discovered live electric blues downtown in Mobile and rock-n-roll bands in the parks during the Mardi-Gras celebrations. The brothers quickly plugged in and cranked it up. Billy started writing his own songs during this period. After Hurricane Frederick, the Moss family moved to Washington State in December of 1979. The brothers formed their first band, The Moss Brothers Band in 1980 and gigged relentlessly for three years before starting separate projects for awhile. In 1984, Billy started a new band that featured his original music and the trend continued throughout much of the 80's with another stint playing with The Moss Brothers Band in 1986,
which included Bobby Nesbitt on drums. By 1987, Billy was earning a good living playing the "bar and grill" club circuit with rhythm and blues/rock/dance bands. In 1989, Billy formed a melodic "metal" band, Street Survivors and gigged the rock-n-roll hall scene relentlessly. During the early 90's, Billy stepped back to his roots and began performing with blues bands, many of which he formed himself, but included stints with the Linda Carrol Band, Rocco And The Night Prowlers, Billy Moss And The Blues Bombardiers, and a reformation of The Moss Brothers in the mid 90's with brother Troy Moss on guitar and
eventually Phil Suggs on bass playing blues clubs and festivals. The Moss Brothers gradually started shifting further towards their southern roots. Billy did a six month stint as artist in residence at the Seattle Art Institute recording school, under teacher and former "Great White" soundman Tom Phafal, recording his songs so the students could learn the art of recording. Two of those songs were released as hidden tracks on the first Rebel Storm C.D. "Stormin South". The Moss Brothers reformed with Jeff Moss in 1999 eventually being unable to avoid being tagged as a southern rock act. After reforming the band again in the year 2000 with Pat Moss (unrelated), Billy Moss formed a southern rock band they eventually called, Rebel Storm.

Billy Moss was the primary creative musical force behind Rebel Storm, writing most all of the bands music. Rebel Storm became one of the premier of the "new breed of southern rock" bands in the U.S. and in Europe. Rebel Storm released their first album "Stormin' South" in the fall of 2001, to critical acclaim. The album sold well in the U.S. and was highly successful in Europe. The band hired guitarist, Mark Baker, and gigged relentlessly. Their CD "Stormin' South", was voted #4 Album of the year for 2002, by the readers of Bands of Dixie magazine in France. Also in 2002, Rebel Storm received the GRITZ Southern Music Hall of Fame HORIZON Award (the Future of Southern Rock) and completed their first European tour. In the spring of 2003, the band recorded their second album "The Hard Way" with Billy's brother, Troy joining the band on guitar, and brother, Jeff co-producing the album with Billy and Joe Riggio. In the fall 2003, "Rebel Storm" completed their second tour of Europe with international biker-rock guitarist, Pat Savage as touring guitarist with the band, receiving much praise in the European press and were known for putting some of the hottest live shows in Europe. Rebel Storm was voted #5 band of year for 2003 and Billy Moss was voted #5 guitarist of the year 2003 by the readers poll at Bands of Dixie Magazine France. During the 2003 European tour, Billy was asked to share the stage with the Italian bands, W.I.N.D. and Voodoo Lake, and the German band, Flatman. Billy recorded his lead guitar work on "Joy Ride", a song with his friends Flatman, which was later released on the Flatman C.D. "Hell-Bent For Glory" on the Halycon label in 2004.  During the 2003 tour, Billy and the band visited the countries of Netherlands, Germany, France, Austria, Italy, Lichtenstein, and Switzerland. Billy Moss' song "Livin' on the tracks" (actually an old Moss Brothers tune) from Rebel Storm's "The Hard Way" album was included on the Southern Rock compilation album, "Stars N' Bars", released in the U.K. by Manasas Records in 2003.
